Is it a licence or a certificate?
North Carolina does not issue a boating licence in the way it issues a driver licence. What the law requires is boater education: a one-time course and certificate showing you understand the rules of the water.
That is why searches for "NC boating licence" and "NC boating certification" land in the same place. The document you end up carrying is a boater education certificate.
Who needs to take the course?
The requirement applies to anyone born on or after January 1, 1988 who operates a vessel powered by a motor of 10 horsepower or more on public waters in North Carolina. A personal watercraft is covered, so a jet ski counts.
If you were born before that date you are exempt from the course requirement, though the age and equipment rules for personal watercraft still apply to everyone.
How to get certified online
The NC Wildlife Resources Commission maintains the list of approved courses, which includes free and paid NASBLA-approved online options. Pick a provider from that list, work through the modules, pass the final test, and download or print the certificate.

What the course covers
Navigation rules and right of way, required safety equipment, no-wake zones, aids to navigation, towing a skier or tube, alcohol laws on the water, and what to do in an emergency.
Almost all of it is directly useful on Jordan and Falls Lake, where ramp areas, marinas, swim beaches and bridges are all no-wake and the main channels get busy on summer weekends.
Does the certificate expire?
No. Once you pass an approved course the certificate is valid for life, and North Carolina recognises approved certificates issued by other states.
Keep a copy on your phone as well as a printed card. You must be able to show it while operating.
